Debate means a discussion in which people express different opinions about a subject.

Debate can be used as a verb or a noun. In this exercise it is used as a noun.

For example:

There is a big debate about the best way to solve the economic crisis. Some people say that the government should make people pay higher taxes, while other people say the government should reduce taxes.
