Anti-smoking groups rely heavily on legislation to achieve their aims. These groups have succeeded in passing laws that restrict the number of areas where people can smoke. In 1974 only five states in the USA restricted smoking - however, by 1986, 36 states had restricted smoking. Minnesota’s Clean Indoor Air Act of 1978 is probably the toughest - it restricts smoking in banks, stores, offices, and most other public spaces, to special areas only. Indoor smoking is regulated virtually everywhere in Minnesota, except in bars and private homes.
